The rumour that an arrangement was going to be put in place
whilst the impasse between Jersey ’s Dean and the Bishop
of Winchester was resolved has now been confirmed via the following Press
Release issued from Lambeth Palace
earlier today.
“The Bishop of Dover, the Rt Revd Trevor Willmott, is to
assume interim episcopal oversight of the work of the Church of England in the Channel
Islands on behalf of the Archbishop of Canterbury, to whom the
Bishop of Winchester, the Rt Revd Tim Dakin, delegated the oversight of the Islands .
The interim arrangement, which has the fullest support of
the Bishop of Winchester, will be in place within a matter of weeks. The
reports commissioned by the Bishop of Winchester, being conducted by Dame
Heather Steel and Bishop Jo hn Gladwin in
relation to safeguarding issues, will be completed in due course.
The Bishop of Dover is a former Bishop of Basingstoke in the
Diocese of Winchester, and therefore has significant knowledge of the Islands .
He and the Bishop at Lambeth, the Rt Revd Nigel Stock, undertook a pastoral
visit to the Channel Islands in December, during which
they met local church leaders and Island authorities
from both Deaneries.
The interim arrangement is also entirely separate from
issues to do with the Islands ’ formal relationship with
the Church of England. The Archbishop intends to appoint a Commission to look
at the relationship between the Islands , the Diocese of
Winchester and the wider Church of England.”

It is now 10 months since the saga was first made public; it
has been described as a mess where its origins began in the summer of 2008 when
an allegation of sexual abuse was unsatisfactorily dealt with by Jersey ’s
Dean for which he has subsequently apologised. It is hard to estimate what the allegation has cost
the Church of England not only to its purse but to its reputation. What is
again evident is that the victim known as HG is not mentioned in the Press
Release nor any safeguarding issues.
What is unknown is how long the interim arrangement will
last and what arrangements are in hand to end the impasse between the Dean and
Bishop. What is evident is that after 10 months, the Archbishop has felt it
necessary to make an interim arrangement because two of his senior Clergy are
unable to resolve their differences.
Church goers are entitled to expect their leaders to set
examples and to practice what they preach. However we have two senior clergy
who are unable to work together, where is the peace and reconciliation? How can
they and fellow clergy espouse the virtues of peace and reconciliation as
advanced by the likes of Nelson Mandela when two of its senior clergy are
unable to practice what they should be preaching?
The Press Release states that the interim arrangement has
the fullest support of the Bishop of Winchester and that the reports he
commissioned, the Steel and Gladwin will be completed in due course. It should
be recalled that when I met Dame Heather Steel at the end of October she would
not see HG on the grounds that her report was almost complete, there was
nothing that HG could add to it which she was due to submit to the Bishop at
the end of the month. If the report is not complete is it because steps are
being taken to interview the Church Warden and HG.
What is also of interest is that not withstanding that former Bishop Jo hn Gladwin is
investigating the Constitutional relationship, the Archbishop intends to
appoint a Commission to look at the relationship between the Islands ,
the Diocese of Winchester and the wider Church. Has Jo hn
Gladwin found insurmountable obstacles during his investigation and how much
will the Commission cost and who will foot the bill?
Bishop
Dakin has circulated a letter to his Clergy in which I am told he has
apparently stated that what began as an important safe guarding matter has
steadily become complicated by a range of political and legal issues but the
safe guarding investigations will continue. It would be interesting to know what investigations are in hand. However what must now be evident to Bishop Dakin is
that the short strip of water between Winchester
and Jersey is not only hazardous but also shark infested
and it must come as a relief that he is being released from an unenviable
responsibility.

Korris reported on the evidence she had before her and clearly she was unimpressed with a lot of what was going on and what should be happening but was not. Unfortunately the Steel Terms of Reference did not cover many of the safe guarding issues raised by Korris.

ReplyDeleteIf only he had not spent a fraction of his time helping to resolve the main issue of HG and her abuser, perhaps it would not be such a big issue, but no, some people appear to enjoy shafting Jersey inetrnationally.
I have tried to post a link to the report in which Senator Bailhache appeared on Channel TV along with Bruce Willing but the link keeps breaking down. What was evident was that a Channel Island Diocese is on the Agenda.

ReplyDeleteA churchwarden in the Jersey jurisdiction took unfair advantage of a vulnerable woman who had entrusted herself to his care. When she complained to the church authorities she was not listened to. When she became more vocal, the Dean complained her to the Jersey police, who arrested her and, heedless of her vulnerability and mild autism, locked her up and mistreated her over two weeks to terrify her and soften her up for a court appearance, where she was badly served by “her” legal team.
The authorities wanted to deport her but did not have the power to do so. Her legal representative then suggested/signed up to a “voluntary deportation” for three years on her behalf, though the victim didn't really appreciate what was going on. She was then chucked off the island and left more or less destitute in Southampton airport. She has since been largely living outdoors and making sporadic attempts to get some justice from the mainland Winchester diocese of which Jersey has, until now been a part. These attempts have led to further incarceration and maltreatment by the police.
Now that the three years are up, everybody has started to get very nervous, and the “problem” which was swept under the carpet is now resurfacing in the public domain.
The Bishop of Winchester, who thought he was the Jersey Dean's boss, suspended the Dean, on foot of an enquiry he had commissioned, only to find that he didn't actually have the power to do so as the Jersey Deanery was constitutionally akin to a separately established church on the island and was, in effect, largely responsible directly to the UK monarch as overall head of the Church of England. So the Bishop had to “reinstate” the Dean and admit he had very little effective power over him. The local church and Jersey administration then loudly proclaimed that the Dean had been “exonerated” and implied that all should now carry on as before.
Meanwhile, the vulnerable lady victim has taken to blogging, both in current terms and in releasing into the public domain blog posts and correspondence which up to now had been private. They make horrendous reading and constitute a very compelling case for the prosecution.
For now, the constitutional relationship between the Jersey church and the mainland diocese is unresolved, and all the press release posted above does is to shift the mainland's claim over the Jersey church from one bishop to another.
Thanks Polo, although it depends on whether case for prosecution that you mention means the diocese prosecuting/persecuting me further for the blog or if it means the church being prosecuted, but I guess this miserable matter will never come to justice. I would offer the blog links here but I don't know how Uncle Bob would feel about that. HG
DeleteThanks for your summary Polo. Although it seems to be simple the matter is complicated by the victim who has lost confidence in the system. As such it is possible that those responsible for her problems will not be taken to task.
DeleteIt is evident with the number of celebrities who are in court at present, the system will work if one is prepared to challenge it, but the resolve must come from the victim. It is action not words that will win the day.

Not sure I understand all that, I certainly can do no more about the church than write the blog, as I am to exhausted and destroyed by what they have done and in fear of them, literally I cannot see a time when I will be strong enough, able to understand or function enough, or even be able to get any form of legal representation against the church.

DeleteI meant the "case for the prosecution" of your tormentors, of course.
You may not be in a position to take legal action but your blog posts, which as I said make for horrendous reading, are already making a very strong case against the church and civil authorities which may at least mean they will stop pestering you and might even have to put their own houses in order.
Having read your posts, along with some of those from Uncle Bob, people will see what has been going on and your persecutors will be less able to spin against you.

DeleteI didn't mean to imply that a solution would be straightforward, only that the situation is very easily understood when you discount the venal spin of the church and the island authorities.
Trust when lost is very hard to regain and it may be that HG, as she says, is now too exhausted and frightened to take up the cudgel against those who have wronged her. However, her current blog postings should, hopefully, give some of them some sleepless nights.
I am heartened to see that she is apparently on speaking terms with you again, and possibly even with me. Her predicament would break your heart.
Excellent summary, Polo. Only thing I can think of which should be added in is the apology of the Dean. (I think the Bishop and the archbishop apologised too.)
DeleteTaken together, the apology and the criticisms expressed in the Korris report make the word "exonerated" sound pretty hollow.
Polo, in your case I just needed to calm down, would rather calm down than fall out, because your support means a lot to me, was too stressed by the diocese that day, I know everyone means well, but please think when it comes to keeping me safe where I am, after what I experienced in Winchester it is no joke for me, even if I am being hypervigilant. I need to feel safe, hope that makes sense, please everyone, be careful not to leave me vulnerable to the church, especially at this stage in building me a new life, would very much like to talk to you on twitter, Polo? :) can't promise not to be norty, but am not angry :)
DeleteThanks Bob, for the update and your input last week via NW. Clearly, questions may need to be answered as to why protecting the vulnerable frequently runs aground in legal and political quagmires. A place as beautiful as Jersey and her people deserve better treatment.

You were right to remind listeners that the Dean, Bishop and Archbishop have all “apologised” to HG and one should remember that the mess that presently exists to purely down to the Dean’s initial failure to deal with HG’s complaint in a competent manner.
It is not the goal posts that needs moving but the incompetent Dean and Bishop.

ReplyDeleteThe matter has progressively shifted from the issue of HG to the legal and constitutional relationship between the Island and the Church. As a general rule most individuals and organisations are reluctant to take responsibility for things that they do not control. It is probable that the Church of England is no different. The Jersey perspective seems to be that they are content to use the Church of England "brand" in the Island but will not submit to the authority of the Church of England hierarchy. Now that this has been brought into focus it is unlikely that the Church will want that situation to continue and it is probable that the various reviews will result in a recommendation that the legal basis of the relationship be changed and the authority of the Bishop be made unambiguous.
ReplyDeleteI do not think that "reconciliation" is on the agenda here. I think that it is now about who is in control of what and the momentum of the agenda is with the Church of England.

DeleteAs usual Jersey wants to have its cake and eat it too. For all intents and purposes the interim arrangement is to give time for another arrangement and to not to allow for reconciliation.
The "interim arrangement" is down to the pig headiness of the Dean and Bishop who as Church Leaders should have known better and its not surprising that many of the rank and file church goers are fed up with the Church in general as stated by the comment below timed at 1938.
The Dean and others are already talking up proposals to set up its own arrangement but if they want the Church of England "brand" I don't think the CoE will be in rush to assist them.
The work of the proposed Commission will be vital and the legal basis of the Dean and the Bishop's authority must be clarified.

How does one begin to show the shear volume of contempt I have for these 'so called Jersey Christians'. Born and raised in this Island (note the IN and not the ON) I was Christened, confirmed and for many years attended my local church, the same it can be said for my children but not any more for all of us. I now believe I can actually do more out here than in the church, this whole farrago is so very, very typical of THE JERSEY WAY. By that I mean when confronted with a problem which entails admitting wrongdoing and saying (and meaning!) the word sorry the Jersey Way steps in. These so called Christians must be placing ALL their faith in God being able to forgive "All Sinners" but perhaps they should also remember these other words of God '"Vengeance is mine said the Lord". This whole chapter is for all intents and purposes one more paving slab in the road to Independence from the UK...and we all know full well the road to hell was paved with good intentions. God forgive this Islands apathetic people, perhaps when in the fullness of time we are all made to look into our own souls many will see that what we have is a very hollow place indeed.

Rico has published your comment but as you have commented on matters about the producer’s character I am going to make a few enquiries before I publish that part of your comment. However in the other part of your comment your raised some interesting points which I will be pleased to answer.
You are right to say that the producer is in the Island and is busy auditioning young boys and girls. However although the media has covered the auditioning I have not seen any reports of the Stars and other actors being auditioned.
I would have thought one started with auditioning the Stars first but I am happy to be corrected.
I don’t want to be a killjoy and I hope that the film does get off the ground but I would be interested to know what other funding the producer has obtained as I am sure that a great more than £200k will be required to complete the film.

If it is of any reassurance to 'concerned parent', the issue was the safety of money not the safety of children.
You are right to be careful as the media does seem to be rife with 'lovies' and worse.

Both men appeared uncharacteristically concerned about child sex abuse -GENUINELY concerned !
Q. What has changed in Jersey to being about the transformation of these two men?
A. Nothing. The difference was that this could have affected THEIR children, not just a disadvantaged or neglected child, or an orphan.
Given everything that has happened, and their parts in it, it was was just heartwarming to listen to.

DeleteI emailed the Minister and his Chief Officer with a number of questions on Sunday but have not received a reply. I do have two concerns, one the financial which I covered in an earlier Blog and that of safety and parents are right to raise the issue.
From the information I have to hand, it is evident that the money has been given and we hope that it will turn out to be money well spent. However the jury is certainly still out.
Re the child safety I am informed that there is no reason to be concerned at this stage re the auditions, however it is still to be seen what safety will be provided when filming.

DeleteI did hear the interview and was surprised to hear the Dean say that the split was not due to his problems with the Bishop.
The interview was very much centred around the Dean and the hardship he had endured and that all was going to be OK because God was with him. There was no mention of the hardship endured by HG.

The karters are trying to steal Ronez Point again - see JEP p13 23-1-14.
ReplyDeleteNot all that long ago there was public protest about the kart club trying to seize public land for their own use, extinguishing a much loved and widely used main road with the best views on the north coast. After a meeting in St. John's parish hall, it appeared that the club had got the message and withdrawn their takeover attempt.
All of a sudden out of nowhere we now read in the JEP of an attempted fait accompli, a headline "Karters on track for a home of their own" - as the Royal Court is set to decide the matter on 25th February! This is being railroaded through by Asst Treasury Minister Eddie Noel, supported by Senator Sarah Fergusson who asked a question about this in the States. If it wasn't for her question and the JEP report, the public wouldn't even know about this attempt to steal our land! St. John Constable Phil Rondel seems quite happy to allow this if his parishioners agree, but it appears that the rest of us islanders cannot have any say in the matter! The road will be officially extinguished and we will lose the right to enjoy the magnificent views from the fine vantage point, unless the people act now to save Ronez Point before it's too late!
Will somebody PLEASE protect our public land from these selfish landgrabbers?
The Karters do have a case as far as the States is concerned as a promise was given that an alternative site would be found when they were moved from Les Quennevais to allow for the new estate to be constructed some years ago..
DeleteThey were temporarily "housed" at Ronez whilst steps were found to relocate. Unfortunately because of the noise problem, Karters are considered to be a bad neighbour so one can understand why there have been relocation problems.
I am not up to date re the situation but if the problem really affects you it might be advantageous to establish a body for like minded persons who might be able to raise awareness.
In the first instance it might be advisable to contact a States Member for help and advice.
The karters already get to use the road when they need it, I don't believe they have a right to it full time and thus deny the rest of us our road!

It seems that you can do anything you like in Jersey with enough patience - just keep on and on until you wear down the opposition! Is it any wonder so many people have given up on politics? The bullies get their own way in the end because we're all too tired to fight. All I can do is make this plea for common sense on the blogs and hope that someone with some clout will take up the cause.
I am afraid to say but I doubt whether any States Member will take up your cause but if you are looking for some one with clout then you should drop a line to Senator Bailhache who has a Island mandate.

DeleteI agree with save the Ronez commentator. Everyone within reason should be given a chance to enjoy their sport like beach racing, organised cycle racing, the car rally etc.
ReplyDeleteAs the Kart Club also enjoy the closed off roads for their races why on earth do they need to " own " them. Imagine if the Five Mile Road was made a racing only beach not for use by the public.
This is completely wrong but the decision to allow use on set dates was the correct one. This latest close down and ban the public traffic completely, from this beautiful part of the island is outrageous.

As mentioned above I don't know what the court case is about or indeed why the matter is in court anyway, but I am pretty sure that those who fought to ensure that Plemont was not lost to the public would not like to see the Ronez Ring Road taken from the public.
DeleteIt appears that there sharing arrangement has been a reasonable compromise and if the application is to make the road a permanent and exclusive home for the Karters the Royal Court will have to determine whether the needs of the Karters over rides that of the general public.
There are more cover ups going on what about the consultant from AE who's been allegley moved up to Overdale for bullying staff the police chief having a acident on his motorbike and receiving words of advise from one of his officers ( what a joke) who going to go against him not even reported to a parish hall like anyone else
ReplyDeleteAs well as alleged cover ups their are also rumours about the activities about certain people. I am aware of the rumours you have mentioned above, but being rumours is all they are. I don'd know who the consultant is nor which police chief as their are at least 13.
